The maintenance of Essential Safety Measures (formerly known as Essential Services) ensures that the safety systems within a building remain at the required operational level throughout the life of the building.

The type of maintenance required depends on the complexity of the service, equipment and building features. Examples of common Safety Measures that require maintenance include:


  • Air Conditioning and Ventilation operating in Fire Mode
  • Emergency and Exit lighting
  • Smoke doors and fire doors
  • Fire alarm panels and brigade connections
  • Fire/Smoke detection and alarms
  • Extinguishers, hydrants and hose reels
  • Sprinklers and pumps


Did you know the introduction of Building Regulations in 2006 has resulted in changes to the old Essential Services regime that could seriously effect your organisation’s compliance with new Essential Safety Measures? Significant changes to be aware of include:

  • The consolidation of regulations for the maintenance of buildings constructed before, with those constructed after, 1 July 1994.
  • The first Essential Safety Measures report is due by
  • 13 June 2009 for pre 1994 buildings.
  • Imposition of a duty on occupiers of certain buildings to ensure exits are maintained and clear.
  • AS1851-2005 Maintenance of Fire Protection Systems and Equipment is now being referenced in Occupancy Permits.
  • Enhanced Record keeping and Verification processess such as maintenance attendance, defects tracking and status reporting
